If you own an EOY contract ONLY is minimum program fee calculated annually?

Trying to get the answer to this as I am trying to give an EOY contract away. If all somebody owns is an EOY contract, smaller than the amount needed to hit the minimum program fee, do their dues include $185 annually (broken down monthly), or $185 every other year? Thanks in advance for anyone that knows!

Annually. Financially, a biennial contract alone is paid like owning a contract of half the size annually, including the program fee (which includes services you can use 365 days a year of both years).

So the full $185 or more would be paid each year?

Yes. For example, if someone owns 154,000 even year points, they're going to pay the maintenance and program fees as if they owned 77,000 points every year. I'm not a huge proponent of owning only a biennial contract in Club Wyndham because of the disproportionate impact of the program fee and not having any housekeeping credits in the off year. It's fine combined with alternate biennial or annual contracts (I still own biennials in both years as well as annual points), but on its own it's a bit lacking in value, IMO.
