So what happens to all these people who have lost everything? Insurance companies have been pulling out of Florida.

I always find articles about this rather clickbaity. They show some thumbnail of hurricanes that were years ago where there were three or four names storms, lots of orange and red on a map all covering the Caribbean. But when you go and look at the NHC website, there may only be one or two showing out in the Atlantic and only one has the possibility of making landfall n the next week.

Not exactly "popular", more like they are the insurance of last resort. When other insurers won't cover a home, like beach-side, Citizen's will. They are also required to charge more than the average insurer, which is the most expensive insurance in the country due to greed (Florida insurers pocketed the profits instead of putting it away into Reinsurance, aka "money for a rainy day", which meant almost going bankrupt due to weather disasters). With more significant hurricanes due to Climate Change, more insurers will leave or shut down due to them not saving for a rainy day, meaning we may only have expensive Citizen's Insurance in the future.
