How to get an estoppel for Gaslamp Plaza / Capital Vacations

Gaslamp Plaza Suites (San Diego, CA)
I'm trying to give my timeshare away and the "buyer" is asking for an estoppel. I have no problem paying for it, but either I'm getting the runaround by my timeshare or I'm not asking the right questions. I've had a conversation with the resort manager, who said she needs the request first, and I've heard anecdotally (from the transfer company) that Capital Vacations doesn't give them. We've had a phone call with the resort/timeshare company and they have confirmed all fees have been paid for the year. I've been told the buyer or transfer company needs to request it - and the transfer company is asking for the signed sales contract first. and the buyer (I'm giving it away and paying all transfer fees) is asking for the estoppel first - I feel like the chicken and the egg :) Any suggestions?

Here is what I was told "The estoppel form would need to be given to us to fill out; are you working with somebody that is requesting it?" by the Deeding Coordinator at Capital Vacations - how do I get this form?
