Houses on offer in French village for one euro, and also offer renovation grant

I have seen offers like this in Italy and Spain, but this is the first one in France, by a village in the Rhone-Alpes region. There are two three story houses on offer for one euro each and they come with a grant of 68,000 euros to refurbish them. The conditions are that the houses have to be the primary residence of the purchasers and they must repay the refurbishment grant if they leave within 3 years. The village has a population of 6,500.
