I have to ask, what was there first? The houses or the toll road?
 
The houses. The toll booths were still under construction but not operational. The buyers didn't seem to catch that eventually the toll booths will become operational. They may have also assumed that frontage/side roads will be built. The side roads can be built but who is going to pay for it now?
 
There is a toll on the Hammock Dunes bridge to get into a section of Palm Coast FL. The toll is only for going east bound and rates are cheap (50 cents?) when using an Express Card, it doesnt accept SunPass or EZPass. When we stayed for 10 days at the Legacy Vacation Resort there we didnt use the bridge as there didnt appear to be much to see besides homes on the other side and we didnt buy a pass for our stay. There are other bridges in the area to get to the coast and the beach.

I think on the one hand, you're paying in taxes or HOA fees or tolls for roads. They're not free. Now, is it more in your face with tolls? Yes. Is it more expensive? I really have no way to figure that out.

On the other hand, I strongly believe that you should have disclosed to you something that is unusual or not what a reasonable person standard would assume in a given transaction. So while you would be fine (IMO) if you didn't "disclose" electricity is charged, or water is charged or that there will be taxes say - that's fine - no one is caught off guard by that and smart buyers would know to also look at general COL in terms of the electricity rates etc... But there cannot be many homes that only have a toll road to them. And as pointed out - who would think to ask "Is there going to be a non toll road to my house?" - that's almost like asking "Is there going to be a way to access this house with a car?"
