I've always been able to make requests for Saratoga. Are you talking about the two drop downs where you can choose your priorities, like upper floor, near the pool, etc.?
Yup. I pretty sure I wasn't able to choose for BWV and BLT pre-COVID. Still can't choose for BWV (at least for a Boardwalk View ressie) but this was the first time I noticed that I could for BLT. And what was even more pleasing was that I could express my usual preferences through the drop down menu system (at least for a dedicated 2BR Theme Park View villa).

I prefer to submit requests via email or chat to MS. I think the last time I looked at the drop-down list was when doing online checkin for SSR, and the choices were quite limited, maybe just “Grandstand” and “near bus stop” or something. I can be more specific by going directly to MS and skipping that part of online checkin.
