I have a couple of Interval free week Accomodation certificates expiring soon, before I can use them. Can I redeem them for a week and then use a guest certificate to give it to family who can use that week?

You can absolutely gift them to family and friends. Just add a guest certificate. If you have a platinum II membership, you get 5 guest certificates included each year.
If you are not platinum, and are going to pay the $79 for a guest certificate, now is the time to change to platinum. I was giving a week to my sister and I no longer have platinum, when I was arranging to pay the $89 they told me platinum was half price so I payed $69.50 and and saved $9.50 for the one guest certificate and am now a platinum member for a year. I had always been a platinum, but after I added 2 other timeshares, I had to add 2 more years to my II membership. When my platinum ran out last year, I did not pay full price in order to be platinum. My membership runs out next year so it will be cheaper to join as a platinum member, instead of adding a full platinum membership to a regular membership.
It is however possible to get the credit card information from the guest and just use that at checkout to pay for the whole thing (guest certificate included).
