If Kauai doesn’t allow any further development of hotels or timeshares wouldn’t that put a needed restraint on the number of visitors that come to the island? That in turn seems like it would limit the number of flights and rental cars that the island could support. There definitely needs to be a balance.

Even if they didn't add more gates, they direly need more space in the boarding areas. Most gates are packed and people have to stand because there aren't enough seats. We went to Kauai twice during the pandemic. Our biggest risk of infection during the whole trip was probably having to spend time in Lihue's crowded gate areas.

I really like Kauai and have been going there for 20+ years, but don't get there nearly enough for reasons related to these difficulties. And I also like it just the way it is.
