Couple of thoughts:
1) VPA Points memberships have never been good resale candidates. Some points memberships revert to Premier memberships and, in addition, points memberships from some of the UVC clubs (Club Caribe/Loretto) have a 10% of original price transfer fee and are subject to a right of first refusal from UVC. Just not a very attractive situation for a buyer.
2) IMO, the recession caused many of the weaker hands, those that couldn't afford the maintenance fees, to fold. Thus the large number of resales in the 2009-2012 timeframe. With the stronger economy there are fewer members looking to dump their membership at any cost. You've got to be pretty desperate to sell something you paid 10's of thousands of dollars for a buck. I know I really appreciated the opportunity!
3) I would also guess that thru relentless sales efforts (member update meetings) many of the Premier and Gold members have upgraded to the points membership (there are many nice aspects). Thus, there are simply fewer and fewer Premier/Gold memberships out in the wild that are candidates for resale.
4) Those that haven't already bailed out or upgraded are probably very comfortable with their situations and aren't likely to make a change.
5) I also think that due to scarcity prices are up. There is a two bedroom winter gold week currently listed on Redweek for $5k. I think that's probably priced pretty close to the market. My BIL has been looking for a similar week for about two years. He found one listed at $3000 about a year ago and didn't pull the trigger. It sold right away. Pretty PO'd at himself now. In comparison, in 2010/2011 I facilitated five similar resales for myself/friends/relatives for between $1 and $1250 each.
