Refunds are expected to take six to nine months, while Air Canada says its refunds are in "real time."
I called WestJet just a few days ago yet again about a refund for my canceled flight. The rep refused to do so and said they may refund me in future but had no estimate when. She then suggested I file a complaint with the CTA. I have already filed a complaint with the DOT, as their policy for all airlines operating in the USA is extremely clear -

Cancelled Flight – A passenger is entitled to a refund if the airline cancelled a flight, regardless of the reason, and the passenger chooses not to travel.
I quoted this section to WestJet each time I called, and in response the rep simply said they were in compliance with all governmental regulations. It was as though they are simply ignoring the DOT.
Of course, they're slow paying refunds likely because their resources and cash flow won't sustain any other option.
I've already contacted my bank and they requested I submit documentation, which I intend to do soon.
I really like flying WestJet but their refund policies at this time are simply atrocious.
