I started looking on EBay in early January and I feel like there were more properties available. When is the best time to purchase resale on EBay?

When maintenance fees are due is usually the best time. Thus why you noticed more in early January. Now that people have paid their fees, they aren't in a rush to sell anymore. They will start to pick up again when bills start to roll out in toe fourth quarter of the year.
Another issue is that demand for resales tends to also be when people are traveling. So we are getting into higher demand times that will probably last through mid summer. So less inventory this time of year along with more demand. People go on tours while on vacation and then some of the ones that didn't buy research resale.
