Vacation Internationale, HGVC - NYC, Worldmark, Shell Vacations, Sedona Pines, RCI Points, Starwood (Avon, CO)
If I stayed in a resort with a 1 in 4 rule in 2020 using my RCI points account, will I be restricted from a reservation at the same resort in 2021 or 2022 if it is made via my HGVC RCI account? (I'm thinking I wouldn't be but would appreciate confirmation or correction.)

In general, the restrictions are applied per-account. I dimly recall a resort (or small resort system, I forget which) explicitly stating that it applied based on the name of the check-in guest, not (just) the account, but that's the exception not the rule as I understand it.
 
But, I thought in general the 1 in 4 doesn't apply to Points reservations.

Excellent points. My prior stay was only 4 days so definitely a points reservation. I tried another reservation for the same resort from the same RCI points account and it didn't get stopped. By contrast I stayed for a week at HGVC Sunrise Lodge in Park City via my RCI points account and when I tried to book again got the 1 in 4 message. I assume my week came from weeks inventory based on what you all have reported.
 
I wanted to circumvent the 1 in 4 rule and the only way I thought I could was to use different accounts which means having and paying for multiple RCI accounts. I didn't mater for us as we ended up renting, lol.
