It's always the buyer who has to pay the transfer fee.

Logistically, it is always the seller who pays the $399 fee during the transfer process.

Realistically, the transfer fee is negotiable, and the buyer typically pre-pays or reimburses the seller for the transfer fee.

Except that when selling through Henri, I did not have to pay the fee. Either he paid it, or the buyer did.

The buyer pre-paid the fee, and Henri will pay it on your behalf with the transfer documents.
