OK, here goes:

I'm using my HGVC RCI account.

The resort is:
Hacienda del mar (#3622)
in Cabo San Lucas
for January 7, 2019 check-in

Now, the room types list several types of 1 BR (I think there's 3 of them)
2 of the 1 BR types list the same "main" details (partial kitchen)
1 has full kitchen

But of the 2 with partial kitchen, one has a jacuzzi tub, and the other does not

But when you go to book it, the room type just says;
1 BR, partial kitchen (doesn't tell you if it's the 3/4 or the one with the full bath and 3/4 bath)

So how do you know which type (which one of the two) that you are booking?

Or is it at the whim of the resort?

You don't know. Per the agreement with RCI they can give you any type of unit as long as it has one bedroom and partial kitchen. If it were a fixed week, fixed unit resort, they resort would likely know. Likewise if all Friday check ins were one type and all Saturdays the other, you would likely know. So no real way to know these days unless the resort lets you know. RCI may have been given a unit number which you could trace back to a room type but sometimes those numbers are for inventory purposes and RCI discourages anyone from giving out those numbers because if the resort for whatever reason decides to give another- which they can per the terms of the exchange then the exchanger gets mad because they feel like "their" room was given away.

So the short answer is you can request with the resort but you get what you get. The resort may tell you RCI decides and they can't change it (likely that person has no control or has been told not to change it but it isn't rci's decision), and RCI will tell you they have nothing to do with room assignments (which is true).
