There are still issues with Instant Upgrades. If there are presidential units or accessible units in the path, you'll always get a message that the unit you are trying to select is no longer available. It is available - the system is still broken.
The other difference here (since the maintenance on April 17th - is that we are being shown better upgrade choices (albeit they don't work). This would be so nice if they actually got it working - it would restore instant upgrade benefits
LOST in 2017 (when the Voyager system was introduced). I tried to walk a VC through this (showing her the unit really was available) and hopefully convinced her to report the issue (but I didn't have warm fuzzy feelings she truly understood - she was happy to call the better upgrade ghost inventory (and it was not)).
I've seen this now when presidential units are involved and/or when accessible units are in the path. If those aren't involved - standard unit instant upgrades work.
TIP -- Use your back error AND Then select EXIT BOOKING to get out of this (when you get the message 'unit no longer available'. Using the back arrow may keep your account from getting locked for 15 minutes. If I don't use the back arrow first, my account is locked with a message 'transaction in progress'.
1st picture - booking a 1 BR Mobility - I am offered a 2 BR Dlx or 2 BR Dlx- Mobility (maybe they are trying to give us back pre voyager functionality)?
2nd picture - being offered a presidential unit as an upgrade (again wondering - some pre voyager functionality coming back)? (I can book this 3 BR Pres - HI - if I want to, so the error message is wrong).
They need help!!! Let's hope they really are trying to give us one of our old benefits back and let's hope that they get someone involved who understands how this should work
