Hello recently on my spontaneous trip to Vegas we got stoped and asked about if we wanted to go to a timeshare presentation for $75 Amex gift cards and150 dine in credits or casino games along with 3day 2night hotel package.

My issue is I read through the contract and sent the rescission letter to 4 different locations and even faxed one to their number on the contract I noticed they didn't take the down payment so I was just going to move the money to a different account.

My question I guess if they never collected the downpayment would the membership would have just been cancelled

And they offered me 10k points plus a match in 10k points in 6 months then RCI for $339 for 45k but after discounts it was 18k ... is this even reasonable?

You are fine. They are required by law to accept your rescission, but don't have to notify you.

No. Do more research and check out the for sale ads at wmowners.com (a forum by and for WM owners) to see what they are going for. There are no perks from developer purchases that make it worth the extra money; tens of thousands of dollars. Developer purchases come with an RCI membership so that extra $339 is padding of some sort. The 45K for 10K credits is way more than the typical 30K price tag.
Wyndham (the developer for WM) is notorious for lies. Avoid any of the updates/owner education etc; they are all sales pitches and they are mostly lies.

Agree with @sue1947 You made a wise choice. Buy resale and save thousands of dollars, tens of thousands of dollars. It's a good product but the salespeople are dishonest.

You can get a lot of WorldMark points for $5,000.

I bought a 10,000 credit account on ebay 6 months ago for just over $1,100 including closing costs and the $399 transfer fee. Resale does take longer to get set up, as I'm still wating for my transfer to complete, but the savings are worth the wait.
