Will this apply to flights from Mexico?

Does someone know if this planned change to allow the fully vaxxed to enter the United States by air starting in November will apply to arrivals from Mexico?

The focus of the article is understandably on arrivals from Europe, but would this proposed change also likely mean that fully vaxxed U.S. air passengers will no longer have to take a Covid test before returning from a vacation in Mexico?

ALL arrivals from international points MUST show a negative Covid test taken less than 72 hours before takeoff on the first leg of a flight bound for the USA. Without it you can't board the plane.

Those fully vaccinated foreign visitors must also show the same negative test.

I believe somewhere in that article (or perhaps I was reading a different news site) mentioned that the Mexico-US flight re-entry did not apply to the new policies.

So you still need a negative test, unless you have proof you've had COVID in the last 90 days (why I don't know, as that's not science, but it is what it is).

The change and article is only related to foreign nationals flying to the USA.

Yeah, only US Citizens have to prove themselves negative to re-enter into their own country. Foreign nationals are welcome!!!

Foreign Nationals will also have to provide a negative test. They need to provide proof of vaccination and a negative test.

Fully vaccinated foreign nationals and American citizens returning to the United States from abroad will be required to take a pre-departure Covid-19 test within three days of their flight, and show proof of a negative result before boarding. They will also need to do a viral test, such as a PCR or rapid test, three to five days after arrival; the test must be authorized for use in the country where it's administered.
Unvaccinated Americans returning to the US will be "subject to stricter testing requirements," Zients said, including a test within one day of departure and an additional test when they return.
Fully vaccinated passengers will not be subject to any quarantine mandates upon arrival in the US.
