I think the only way to start re-opening would be if the USA can accept that there will still be cases and deaths. I know this sounds morbid but the virus is not gone. The goal of the shut downs was to flatten the curve for the health care system, not to prevent deaths. I think many people will be protesting we should keep the SIP/SAH going until next year. I will be curious how the US government handles this. It is very political.

Looking back at stories of how the disease has spread, clearly the gatherings of 50+ people were the deadliest. This would include deaths of seniors in nursing homes. Hope I don't sound cold-hearted to say I don't think the entire country must stay shut down while these 'hot spot' locations work through their unique challenges.

There has to be a slice of civilization as we once knew it that can re-emerge sooner. Continue to limit size of gatherings, continue precautions to prevent infection. Add garden stores to essential services. (Smile.)

Okay, inspired to start another topic.

Everyone needs to remember 98%+ survive, and according to some models, even higher. This disease was here earlier than we were initially led to believe. They are discovering that now.

Yes the original rationale was to keep systems from being overwhelmed, not that there would be zero deaths. It has morphed into a fear of even being outdoors breathing air .There are now some very questionable civil liberties being trampled on without good data - we still don't know about viral load, it is theorized not proven a/pre-symptomatic are super spreaders nor for how long, it is theorized that the virus is airborne and infectious. A perfect condition laboratory test is pretty worthless. If the virus IS that infectious wouldn't you think 1- more would be testing positive now? 2-Even on cruise ships 17-60% positive(and the 60% from a much smaller population/ship)-why not 70-80-100%? 3-It IS that infectious just not as deadly when not overwhelmed with tons of "primary" cases, or only at higher viral loads (like unprotected health care workers). or maybe there really are a couple different strains that have different outcomes/infectious rates?
With peaks predicted earlier, predicted death toll declining, hospitalizations flattening/declining it appears that we are achieving that goal-YAY!! That's good news. But now how many people are still with an attitude of "not opening anything until a vaccine is here" camp? It will be interesting to watch as other nations open up and see the result.
"Lack of testing left officials blind to the true extent of the outbreak, and they still don’t have a good handle on it. "<-------THIS right here is the biggest holdup right now.
Perhaps cautious loosening where there aren't hot spots or possibility of being overwhelmed? The entire country isn't the hot spot NY is (thankfully, and hopefully NY is also past the worst as well!), so perhaps it shouldn't all be treated the same. @TravelTime truly hit the nail on head with it being political and in some cases-monkey see monkey do or it looks bad.

In my opinion, there is only a limited amount of time that a government can decree a shutdown and have that be enforceable. There will come a time when increasing numbers simply start ignoring the shutdown and start getting on with the life. So, as the article indicates, it's all going to turn on managing the caseload.

Our garden stores are open-so glad! Got my garden beds ready for planting (seriously behind but we are expecting freezing temps for the next week again!). You call ahead with what and how much you want, they pull the order -in our case dirt/mulch/compost-call when you are there-they load and away you go-no contact (pay when order). My hens are very much enjoying the fresh dirt right now LOL

The reality, no plan will be perfect , we will learn as we go.

One good thing to come out of this is I think vaccine research will remain at increased levels to be better prepared if another pandemic comes around. I can also see a stockpile of PPE equipments as well just in case.

You are right...lessons will be learned from this.

I went to Home Depot today for some plumbing parts. Before I went I had to enter a dwelling with gloves and a mask to see what was needed. Then at Home Depot I stood in a line where maybe half of us wore our mask. Supposedly, every one should be wearing masks. As I looked for my parts I noticed only a few Home Depot employees wearing the mask.

Every thing non-essential is still closed in Washington. It kind of sucks but I guess its working.
