I will be using the 13 month rule to book 2 consecutive weeks at my home resort the Aruba Surf Club. The check in days that I want is January 30, 2010 for the Jan.30 - Feb.6 week and Feb. 6 for the Feb.6-13, week. These are Sat. check-in days. The Surf Club has Fri.,Sat. and Sun. check in days. Is the earliest that I could call to make the reservation 9:00 AM ET on Monday December 29, 2008. I thought I remember reading something about a year before the Thursday if the place has Fri. check-in. Is that only for 12 month prior bookings or am I totally off base on this?

You are correct - December 29, 2008.

The earliest possible check-in date for your first week is January 29, 2010. 13 months before that date is December 29, 2008.
