Since you can now search for 2017 units, I would really love the opportunity to deposit my 2017 use year now, to allow my to place an OGS for 2017.

If I prepay my 2016 & 2017 MF's in advance can I do that with a Starwood Resort?

While some resort allow you to deposit your II affilliated week up to 2 years in advance most allow 12-18 months. With Starwood float weeks, the earliest you can pre-pay and deposit (and start an ongoing search) would be Jan 1, 2016 for a 2017 float week.

So would I need to pay my 2016 and 2017 MF's on Jan 1, 2016, in order to deposit?

thanks so much

Yes. Starwood makes you pay your total MF's, which in the case of an EOY would be 2016 and an estimated 2017, to deposit or do a request first OGS with II.
