What is the best RCI points use year?

Ok, most of our travel is done in June, July and August with some occasional holiday travel. Our current use year ends 7/31 and I have this niggling that that is not the ideal use year for us to have. I can't pinpoint in my thoughts why though. Our DVC use year is 2/1 or 3/1 (something like that) and I know we selected that one for a reason.

Second question. I was thinking that if I really wanted to change use years, then when that month came along, I should open a totally new RCI account and transfer my points weeks to the new account. I know I'd have to pay the extra fee for establishing a new account. But, would this actually work? If it did, I was also thinking that if I closed the first RCI account, maybe I would get some of those fees back.

Thoughts?
