What developers do NOT use ROFR?

I was thinking about this yesterday. Which developers do not have ROFR in the contract? Or if they do have it in the contract, which do not use it?
Which developers are very active with ROFR, and which are more lax and do it more irregularly?

There are only a few Vistana resorts that do have ROFR. Most don't.

You probably already know this, but for benefit of others, DVC does have ROFR in the contract and does exercise it.

Raintree, Diamond (bought by Hilton), Shell (bought by Wyndham), Sheraton (bought by Marriott), Palace Resorts, a few independants
It's not in Diamond Resorts contracts - don't think that would change now that Hilton purchased them.

Grandview Las Vegas and Discovery Beach Resort - Both in RCI Points
Woodstone and Summit at Massanutten - Both in RCI weeks used as Wyndham PICs
We know that DVC and Marriott both actively exercise ROFR.

Wyndham has exercised it on Club Wyndham Access point contracts sold by them after approximately July of 2017, 2018 or 2019? I'm not sure which year it began being added to the CWA point sales agreements. We first heard about it maybe two years ago but haven't heard anything in awhile now that Wyndham is still doing it. Afaik it's never been in the sales agreements on deeded point contracts, only CWA point contracts.
