Was sitting on our dive boat doing our interval between dives, as a whale breached right in front on us. Clear waters no sign of them beforehand. Startled the crap out of me, and of course my camera was in the rinse bucket. Best whale watching I didn't pay for.

Second best, was on Tradewinds in Turks & Caicos, when they had a base there. (They don't now.) We were anchored near the end of a wall. We were having lunch, and a whale spy-hopped up next to use to see what we were doing. The whale did that several times and then belly up rubbed itself along the pontoon. It was incredible. The second best whale watching I didn't pay for.

I stopped going on whale watching, as I was always so disappointed compared to my non whale watching experiences.
