Waitlist Comparison

I am shopping a variety of timeshare companies in the Orlando area and am intrigued by the concept of waitlisting for internal exchange. This is likely a feature I would want and use quite a bit. A friend has a DVC membership and she can wait list all she wants at other DVC properties without penalty, deposit, limit, etc. How does this compare to other major players? Who does internal exchanges (and therefore waitlist) though II or RCI? Do any big players NOT have waitlist capabilities or restrict it somehow? -- Sorry for the compound questions - just trying to get my arms around this.
