When a VSE mandatory or non-mandatory property is transferred in someone’s will to next of kin, is this considered a “resale” of any kind and loses the usual privileges (ie star points, ability to exchange in VSE network, etc)? Or is it just a title transfer and all the usual privileges of the original ownership remain intact?

The usual privileges of the original ownership would remain.

Be certain to transfer it right. I don't know what "right" is, but my mother (still living) passed on her TS to me and it was coded as a resale. Nothing I said could get it corrected in the system. Everyone just argued with me and said it was re-sale. (Honestly at the time I didn't know "re-sale" was a dirty word in the TS world.)

The whole mandatory vs non-mandatory would also not apply in this instance as well correct? Since it wouldn’t technically be a sale of any kind.

Correct. If it is voluntary but in VSE, that VSE membership will carry to the new next of kin owner.
