Has anyone heard of a company called Vacation Services Inc or VSI? They contacted me and want to sell us points, convert our present RCI week into points that they claim we could then exchange into RCI, II, Trading Places, etc at no exchange fee...just $199 annual dues? It sounds too good to be true.

Your instincts are accurate - it is too good to be true. There are no points that can exchange into all exchange companies - much less with no exchange fee!
Timeshare schemes are a dime a dozen - be suspicious of anyone who cold-calls you. Ask them to send you everything in writing, and you will never hear from them again.
