What do folks expect when they live in low areas? Not sure about in the USA, but in these parts (Ontario) any new subdivisions, or even large commercial properties, must have big storm water retention ponds built to stop streets and neighbourhoods from flooding. There are strict regulations on the size and placement location of those ponds which are dry until it rains. There are subdivisions near our Florida condo that are built on filled in swamp land and with every big rain the streets are flooded. The water has to go somewhere! Asphalt, concrete and built upon areas cant absorb rain which is why it is important to plan for somewhere for it all to go. Older homes in low areas could be lifted and put on pillars/short stilts if drainage cant be improved. After a few claims on their home insurance (if they are covered for that type of flooding) the homeowners will find the insurance company will not cover them or want major changes made.
