travel insurance & family members' health

I have a family member with some ongoing health issues, which have been treated, and will continue to be monitored. I am preparing for a multi-week trip overseas, and want to buy my plane tickets now... there's a change fee, and I could use these tickets within a year, but with timesharing, re-booking this whole thing would be near impossible, so they could end up as a forfeiture. I'm looking at the info in the sticky, trying to wade thru the travel insurance pre-existing condition exclusions, in case something happens right before or during my trip and I have to cancel or interrupt it.

This is the time to consider insurance, right? But it seems as if every reason I'd consider insurance is excluded, in those various companies. Am I reading this right?

And these policies... would they cover maintenance fees and exchange fees? Or, should I look at RCI insurance at $49/week x 4, and would that cover this, including flights?

Many travel insurance policies waive prexisting conditions if you buy the policy within a certain time periods (usually 7-14 days). I think the RCI insurance only covers your exchange.
