To Fee or Not to Fee that is the question

As an enrolled DC member, if I "add a guest certificate" for a Marriott to Marriott exchange made through my DC membership in II do I have to pay the $49 fee or is it covered by the $199 Annual Destination Club Dues? Earlier this afternoon a Vacation Club Advisor said there should not be a fee to me. I asked him if we can speak to II together and get the guest certificate issued without the fee. The three of us were conferenced (II, Marriott Advisor and me). The II person said she was surprised the request asked for the fee. She put us on hold, came back 3-4 minutes later. And low and behold--II wanted to charge the fee. The Vacation Club Advisor was very surprised at II's request for the $49 fee and was going to run it "up the flag pole" in that he said all these fees should be covered for a DC member. Which is it--additional fee or not? For the current time I did not pursue the guest certificate which by the way is for my step-son for his honeymoon at Maui Ocean Club. My alternative thought is to call the resort directly closer to the reservation date and add him and his wife to "my" reservation.

I never read anything about free guest certificates for Marriott to Marriott exchnages.

I only read that the corporate II membership and Marriot to Marriott exchange fee was included for enrolled owners.

I have never used a guest certificate but I always assumed that there would be a fee for them. The $199 annual fee covers the exchange itself but not items like AC's, getaways, XYZ's, extending a deposit, etc. I would be very surprised if a guest certificate were fee-free.

I believe the fee is waived only if you have Platinum Membership with Interval.
