Is it better to tip in US dollars or pesos?
Always pesos. The recipient doesn't have to pay a 'cambio' to exchange it into something they can use.

Of course, if the alternate is USD or not tipping, they'll be happy to take the dollars.

A concierge where we are staying in PV, said the Costco, and one or two other places gives locals the same exchange as bank rate, w/o fee, so they use their USD at those places. Our resort is giving about 1.5 pesos less than bank, which calculates to about 7.5% fee.
