I am a coupon cutter, a points hoarder, a bargain travel shopper. But, never did I ever skimp on the costs of passports or a seat for my kid on a flight, even when she could have been a lap child. I feel so bad for the little boy and his family. I have been following this for a couple of days, what an problem.

So sad. Why are USA folk so far behind the rest of the western world in having passports?! At least they are up to 42% from 27% in 2007 and just 4% in 1990.

I DID NOT know that U.S. passengers were allowed to board a cruise or flight, for ANY international destination without a passport. Shame on me! I guess I knew (or supposed) that passengers arriving by sea (or land) could use a passport card for re-entry to the U.S. Not that I'd ever do it.

I didn't know this either. But when I checked I found that on something called a "closed loop" cruise you don't need one, even though it is recommended just this type of circumstance.

There ARE very few of these because if a cruise ship doesn't touch another (non-U.S.) port, it's crew comes under U.S. 'Wage and Hour' laws. They would have to pay the crew overtime after 8 hours a day or 40 hours in a week. International crews who stop in non-U.S. ports on EACH sailing are exempt.
