The state 'openings' keep changing.
In Virginia you can now go to the dentist for a routine cleaning .... but the fishing piers are still closed !

IMO these maps are misleading and the entire concept of closed/not closed at a statewide level is now worthless. Every state has nuances. For example, California is listed as closed but has always allowed curbside delivery. Elective surgeries are now allowed to open. States that are "open" still have restrictions. For example, they still have restrictions for social spacing, several counties in Florida are still "closed."

This is about state revenue. The reason states like Florida and Texas are eager to "open" sooner is because they earn their state revenue from sales taxes. Other states earn their revenue from property taxes and are less affected by the shutdowns. Without a state "shut-down" states also save money by denying unemployment claims if people fear going to work because of Covid19 and "quit." Blame the business.

This is about state revenue. The reason Florida and Texas are opening sooner that California and NY is because they make their state revenues from sales taxes. Other states make their money from property taxes and are less affected by the shutdowns.

I don't believe this is true here in Texas. The less populated areas will open first. More densely cities like Houston where the problems are will open last. I suspect that Sales Tax receipts from our 4 or 5 largest cities equal the rest of the state put together. If Sales Tax Revenue was the driver, the big cities would be opened first...

That's why saying one state is "open" and one is "closed" is misleading because it will become more localized and nuanced to counties, and certain businesses as we move forward.

Texas and Florida are more incented to "open" sooner than other states like California because they earn sales tax to support the state. If Texas could safely open the larger cities they would. California has some counties in the north that are remote and have no Covid cases but less incented to do so than Texas.

Agree, map isn't great indicator. But, the only constants we have right now are Change and Rapid Change, so I'll cut some slack. Bundling into states as aggregators is troublesome, but I understand trying to make it convenient. Patchwork nation.

There are twin issues, health and economic. I won't try to game out motivations of others. I only know why I am doing what I'm doing. I am in the lucky situation of needing to decide for myself only.

I don't remember how sales tax on internet sales shook out? Did that become voluntary reporting? Does seller state really get those proceeds? If sales tax keeps cops, firemen, and teachers employed, and pensioned, I could understand pushing for local sales with more immediate and reliable tax collection.

I know that Amazon collects sales tax by state/local so that revenue stream should still flow. Unsure if that is a big percentage compared to main street though. All states with income tax will be impacted by lower income taxes to collect so there is incentive for most states to get economy flowing again.

One lesson I recall from leadership class and my experience is that you are better to come into a job establishing more restrictive rules because you can always ease them up later and look "reasonable." Much less credible and difficult to gain support to go the other way around.

Yes. Even though Colorado is shown on the map as one of the front runners of opening up (new rules took effect Monday this week), not much has changed from before. My dentist office is still closed. The people who cut both my DW's and my hair are still closed. Just a few new businesses were allowed to open up, but with very strict social distancing and other restrictions.

For example, California is listed as closed but has always allowed curbside delivery.
Was there any state that shut down curbside delivery?

In Sandusky Ohio, it was estimated that the city will lose $70,000 a day that Cedar Point is delayed from opening. Between the tax collected on park admission, lodging tax, sales tax from stores & restaurants, etc. I believe they said CP is responsible for half of the city’s revenue.

Businesses such as personal training and dog grooming can reopen with social distancing. More retail businesses will reopen later this week, while people will be permitted to return to non-essential office work on May 4. The state also joined with Nevada and three West Coast states to coordinate their Covid-19 reopening plans."

Some businesses in New Mexico were not allowed to do curbside pickup (like nurseries) but other businesses were allowed (grocery stores, restaurants). I think nurseries are not allowed to do curbside.

I know what Colorado orders said, but that statement is referring to businesses that were previously "non-essential" and forced to close, and now they can open with curbside delivery. Any business that was essential before was allowed to have curbside delivery, including restaurants. My question was asking if any state shutdown curbside delivery for places like restaurants, grocery stores, etc. (i.e., essential businesses). Sorry, I should have been clearer.

But in reality, not many new places are opening up, at least around my city. Several have cited the confusion around the requirements to do so, such as touchless temperature monitoring, what PPE equipment is needed, etc.

@PigsDad Agree. It is confusing. I know Joanne Fabrics has been open the entire time for curbside. Not sure if that is considered essential or not. That's why the listing by state with details is more informative than colored maps at this point.
