IMO - this is somewhat skewed because it doesn't differentiate between hub operations vs. origin/destination operations. While hub operations require gates and runways, they do not have the same impacts for check-in, security screening, and baggage claim. ORD is a mess because, not only is it a hub airport, but it has a lot of origin/destination operations, compounded by weather challenges. Charlotte, however, is only in the rankings because of hub operations.

Nor does it consider the airport capacity. An airport might have a lot of passengers, but if it better equipped to handle passenger volumes, it will not be as congested as a woefully undersized airport that might handle lesser passenger volumes (hello SEATAC). Even though ATL and DFW might be busy, IMO they are better equipped for the passenger volumes.
 
There is a pretty good documentary about ATL.

We just came through ATL earlier this month. The train between terminals was like a NYC subway during rush hour on a holiday weekend. It was insane.

Now I fully understand why I disliked the ATL airport.
 
I always knew ATL was the busiest, but I thought DFW was number 3 after ORD.
