From the October owner's newsletter e-mail:

Beginning this month, the fee to convert your ownership week to Starpoints® from the Starwood Preferred Guest® program will change to $130 for each week.

It was previously $99 per week (waived for 4-Star and 5-Star Elite members).

Are the fees for 4* and 5* members still waived?

Not that advance notice matters since October 1st is the first you can convert for the upcoming year anyway but If they had made it November 1st or even December 1st, I bet they would have collected more MF early as they have to be paid in order to convert to SP.
