Special Assessment at Flamingo?

Just curious ... with all the proposed changes to the area near the Flamingo, is there a chance that Flamingo owners will be charged a special assessment? Looks like it is someone other than Hilton who will be developing the area, so there should NOT be any SA's - right?
 
Shouldn't the Flamingo HOA demand more money from the developers for all the trouble this will cause in the near-term?
 
Flamingo already had big major upgrade 3-4 years ago. Owners paid SA over three years and the last payment was 2009.
