I would think they find shelters that they can take shelter in.

Many schools were set up as shelters for people in Zone A, B and sometimes C. But school probably returns next week, so shelters will be closed.

Sometimes unfortunately homeless people are literally homeless because they do NOT want to accept the regimented help that people give.
The view the freedom of how they can live on the streets is better than the help they could receive if they "follow some (the) rules"

Now i wonder what happens to THEM.

Some people are homeless due to lack of motivation to work (i.e. take a job), while others just don't have the mental capacity to actually hold a job or motivation to work for living. It's quite sad when there are many jobs waiting to be filled and many would rather pan handle or depend on the taxpayers for continual support. So sad!

Well, many are vets who came back damaged, mentally and/or physically, after serving in our military overseas.

"Veterans are 50% more likely to become homeless than other Americans due to poverty, lack of support networks, and dismal living conditions in overcrowded or substandard housing."
