Unknown. At this point, there have been multiple tests (and methods) of LENR for transmutation of elements. So there is something there. Energy, not yet independently proven.

This is a PR puff piece. Similar to hundreds of other announced "technology breakthroughs". Anybody remember "cold fusion"?

If this is truly the claimed breakthrough, independent technology reporters would be all over it.
