We're exchanging into Royal Sands - due to age/mobility issues of my guest, we think the AI will work out well for us. But we wanted to know, do they offer a complimentary shuttle from the Sands to the Haciendas? If so is it on a schedule where you have to sign up? Ditto for visiting the other Royals - is there a shuttle if you just want to spend some time at those pools, and are the restaurants at the other Royals included in the AI fee? We've exchanged into the Caribbean/Mayan(sob)/Islander before any AI was involved so this option is new to us and any info would be appreciated.

I have not done the AI, but pretty sure this is correct info.

There is not a complimentary shuttle to the Haciendas
There is a complimentary shuttle between the Cancun resorts.
Bold is from their info web page
http://royalresorts.com/packages/default.asp
Use the inter-resort bus service to enjoy the facilities at all five Royal Resorts in Cancun, dinner at Captain's Cove and Hacienda Sisal or the live entertainment at Pancho & Willy’s Bar next to Captain’s Cove. The shuttle is free and there are buses at regular intervals throughout the day and into the evening. There is no service on Saturday. Vehicles are equipped with ramps for wheelchair access. The timetables are displayed in the motor lobby of the resorts.
Other restaurants are included, but not the Caribbean's and Islander's. The new one at the Royal Cancun (La Trattoria) is very good.
includes food and beverages in all the restaurants at The Royal Sands, The Royal Cancun and The Royal Haciendas, in addition to dining at the following signature restaurants: Captain’s Cove, Hacienda Sisal and El Conquistador, in Cancun and Los Murales at The Royal Haciendas in the Riviera Maya.
Reservations are required for dining at Hacienda Sisal, Captain’s Cove and El Conquistador in Cancún and at Los Murales in The Royal Haciendas and are subject to availability.
I think too staying in Phase I in general would be less walking. That is the main building where most of the vendors, desks, restaurant etc are located, kind of a long walk from phase II and the tiles can be slippery.
