Resale buyer setting up RCI account

I bought a resale contract in March and the transfer was completed last week. This is my first ever TS purchase. I managed to get my owner number from the phone rep and set up my online account with WM. Now , how do I go about getting a RCI (weeks, individual) account and linking that to my WM account? I did click through the RCI Exchange link and paid $99 for a one-year subscription yesterday. But I did not receive any receipt or confirmation. So I called the RCI for WM owners #, and the rep said there was already an inactive (subscription not renewed) RCI account associated with my WM account. It belongs to the seller of my WM account and they can’t do anything about it, and transferred me back to WM owner care. The nice lady at WM said she would have to submit a form and told me to wait at least 2 business days. I called the RCI number again today and was told a supervisor was assigned to my case and would reach out.

My question is: is this the normal process for a resale buyer to set up a RCI account? Going back and forth without a clear understanding of what should be done by whom. Is there a set procedure at WM and RCI to deal with resale owners setting up RCI account ? And how long does it normally take ? I read on wmowners that someone managed to get it done in 1 day but it seems my case will drag for at least a couple weeks as was told by the RCI rep.

Sorry for the long post. Any insight would be much appreciated. I was so excited finally becoming an owner and anxious to try out exchange!
