Rental question from a newbie that I can't answer

Does Hilton care if you rent HGVC reservations that are not from your home resort? :shrug:

Is it enforced, or just something that's, "on the books."

The Rules prohibit renting any unit other than a "home week" (one week of the same size, same season unit, at the home resort). Elsewhere, use is restricted to members, members immediate family and guests personally acquainted with members. -- Guide, pg.162

Nonetheless, I suspect that many non-home resort rentals fly under the radar. They do not question you about listing "guests" on reservations, nor do the question "guests" about how they know you. So, unless the tenants loudly announce that they paid for their stay and make a nuisance of themselves, HGVC is none the wiser.

OTOH, if its rubbed in their face, they could void the guest certificate and issue a warning.
... kind'a like RCI exchange rentals.

I have not experienced any problems designating another person's name on reservations at the Grand Waikikian, Kohala Suites at Waikoloa, and at the LV Strip.
