Just to clarify, is the vaccine for people who are already infected so that it will minimize/neutralize the effects? Is it for anyone who does not currently have the virus so that, if somehow contracted, will suffer minimal effects? Is it to actually prevent a person from contracting the virus?

I believe a shot or other medication that minimizes/neutralizes the effects of Covid would be considered a treatment.
A vaccine is intended to prevent infection in the first place by leading a person's body to create (virus-fighting) antibodies prior to exposure to Covid. That's what the approved Pfizer and Moderna vaccines do.
