RCI Points at Desert Arroyo (Phoenix) for $4000 -- Good Deal?

I have a friend who says she is selling her RCI Points account with Desert Arroyo as the underlying ownership, for $4000. I told her I think anyone who would offer pretty much anything more than a few hundred for that is probably working a scam.

The reason the buyer wants to pay $4000 is:

"The person who is buying mine will be renting my points in California for ROSE bowl and two other huge events. He provides them with friends and family points and certificates and charges them 2000. He is making 1500 bucks on both events before January is over. I mentioned your concerns again and he just said," We are master salespeople, we devalue the item as much as we can, this guy that is writing this to you is correct in his mind. He mentioned he is overpaying right now because he has a ton of clients that need rooms and the companies are rich enough to pay premium prices. My guy can afford to pay it because it is real and easy without any ebay stuff. (Right time and right place for me.) Buyer is paying $525 Chicago Title to close the transfer"

Does this deal smell bad or is it conceivable someone would pay $4000 + $525 closing to get an RCI Points account based at Desert Arroyo?

Sounds like the typical "we have a buyer" scam. Another RED flag is that there are NO Timeshares near the rose bowl. Unfortunately, your friend is being taken for a ride.
