RCI Cabo resort block work around ideas?

I just used my RCI account for the first time and discovered the block in effect by the Cabo and Mazatlan resorts.

As I understand the policy. IF you own a TS in Cabo you can not book any bonus weeks, extra weeks or last call weeks at any other RCI affiliated resort in Cabo/Mazatlan unless it's your home resort.

If you do and it's discovered your reservation is canceled and refunded.
I also understand that if your register another resort that is non Cabo you can book any type of weeks available in Cabo meaning if your profile contains a non Cabo resort it negates the block.

Is this correct?

Is there a better work around than buying and adding to your profile a junk $1 TS - never using it and hope to rent it out to cover the MF fee?

We only vacation in Cabo and own 6 contracts there already but occasionally need additional weeks for friends and family.

Got to love the consumer protection laws in Mexico this would be a restriction of trade violation in the US but of course this is not the US and RCI is implementing a policy of the resorts that is not an RCI policy so I've been told by RCI.

If you travel only to Cabo it makes RCI membership worthless. Is it also the same policy at II?

You could do what we did and cancelled our membership with RCI and utilize other exchange companies or rent. For us, it's a much better experience than dealing with RCI.

RCI does this in several places, Orlando, Hawaii, etc this isn't a Mexican issue it is an RCI issue, so if you use one of the independents or II you will not have this issue.
If you travel only to Cabo it makes RCI membership worthless. Is it also the same policy at II?

I am an affiliated member with Gold Crown and received an initial membership in II and Global Adventures when we purchased our (only) developer contract but they do not have the availability that RCI has in Cabo.
One of my home resorts (Playa Grande) is RCI and Cabo Villas is II but RCI has more weeks than all the others combined and the prices are 100-200/week less!
The other option offered was a $1 TS close to home (Tahoe) and use it as my RCI home resort and delete the Cabo ones. Has anyone tried that?

I have been told by more than 1 RCI Guide that Extra Vacations and Last Calls are cash transactions and the Block Restrictions do not apply. I can book XTRA Vacations and Last Calls on line that I cannot see exchanges for.
Besides you could use Sky Auction and get them anyway sometimes. Or rent cheap from an owner that wants to cover their maintainance fees.
