Questions on Transferred RCI Points - Use Year and Valuation

So, I'm a new RCI points owner and have run through my points quicker than I expected and probably in the future will be looking to have RCI points transferred into my account. I have some rookie questions regarding that:

1) Do transferred points retain their original owners characteristics. i.e. do they keep the original his or hers use year period or assume mine.
2) Can they be extended by me. What about if they are were close to expiration in the sellers account.
3) Valuation- ads I Have seen are nearly always 1c a points. Should this vary based on how long they are useful for.

I have looked for answers to these question but no luck.

A few in S and VA, a single resort in NC, MD, PA, and UT, plus Jamaica and the Bahamas
I think use year remains the same but it becomes what the receivers years are not the giver. The extension ability also depends on the receiver. So if you have a regular membership you can extend 2019 points into 2020. If you have a platinum account you can extend them another year.

I think value has to do with how long they are useful for but everyone values things differently.

You can also always borrow from your next use year, that way you never have to worry about being stuck with expiring points.
