puerto rico car rental advice

Hello,
I just came back from the island, and was shocked how much taxes are there.

I made a full size car rental reservation for $15 a day, taxes NOT included, through Dollar rent-a-car.

With tax, the car was $35 per day.

In other words, taxes were more than the price of the car rental.

I wonder if perhaps I could have done better, meaning cheaper.
