I have booked a presidential reserve week for 2/5/2020 to 2/12/2020 at Wyndham Bali Hai. Extra Holidays won't accept it to be rented through them. Can I rent it through TUG?

you are inside of the 45 day window to use the last minute rental forum as long as you are wiling to rent it for $800 or less for the week. If you are trying to rent it for a higher price you can post an ad in the TUG marketplace for it.

I am a pretty frequent renter, so I look through the marketplace ads a lot. I think I have only actually rented something that was posted on the marketplace once though. I have gotten rentals a couple of times from the LMR forum, and from Redweek once. At this point if I want something specific I just reach out to one of the people I have rented from in the past to see if they can get it for me, but I do still scroll through the ads to see if there is anything really appealing I want to jump on.
