I had two weeks at Sheraton Vistana enrolled in RCI Points. I withdrew one of them from the Points system. I now deposit it with RCI Weeks (or could use it or deposit it with II). Is that what you're asking?

The majority of RCI points weeks, perhaps all, start as deeded weeks and the owner buys into the points program later. There is an underlying week in the deed and the unit will resort back to that if you leave the points program. I've found the best way for me to use my points is to look for resort weeks that are within about 30 days and many will drop down to 7,500 points. These won't be the best weeks but there are some gems and non-points weeks will be available for 7.5K points too.
You usually have to give them at least 12 month notice from check in or it will have already auto deposited as points and your week will no longer be available. Many require you to renew in 3 year intervals.

Exchange fees are how they pay their bills and allow us to exchange in to resorts we don't own. Unless something has changed recently, ongoing search fees are simply exchange fees paid in advance. Just thought I'd clarify in case it matters... it may very well not matter in your case.
There are other RCI fees that I do think are a money grab (e.g. guest confirmation fees, fees to extend, combine, etc.)
What does your deed say you own? If it's a deeded week, then yes, you can dump RCI and use the week based on the terms of your ownership. That may mean you have to use the specific week, or there may be some flexibility.
You may also have the option of trying another timeshare company to look for one that better meets your needs.
