Points Resale Question

I have a friend who owns a couple Inn-Season Resort timeshares. We've been on vacations with them to Inn Season and they've been with us to Marriott's a few times and want to get into the system. I recommended buying points resale and renting the additional points he needs. He has been communicating with an owner who is selling 1000 points. He is happy with the price and had asked me what I think. I've explained there are a lot of junk fees, rofr, MFs, but it is a good price and I think a good plan to rent points as needed.

Questions

1 I remember reading a few years ago that a tugger with no legacy points bought 1000 points resale and did not have full privileges because there is a 1500 point minimum for full privileges, or something to that effect. Did we ever determine if this is true?
2 If not, I understand there is a 1 time education fee and a 200.00 or 300.00/BI re-enrollment fee (or whatever label they put on it). I think there is a 2000.00 or 3000.00 minimum on that, but don't have all the details memorized. What would the junk fees be on a 1000 point purchase on top of closing and transfer?
3 Do we know if Marriott has exercised ROFR on resale points?

1) Yes, I would fully recommend buying a base interest of 1,500 points. Anything less and they will have heavy restrictions. I think that with less than a base interest you can only reserve 60 days out. If the owner does not already have points or doesn't have legacy points ownership, they need to buy 1,500 points. A Redweek poster even had trouble getting Marriott to recognize their 1,000 point purchase even through they had legacy points.

2) The junk fees are $300 owner education fee and an initiation fee of $500 per BI purchased with a $3000 minimum. The Initiation fee is effectively $2 per point.

3) Yes, Marriott has exercised ROFR on resale points.

I would add that based on a post earlier this summer that reported points being ROFR'd at $4.70/point, it appears that a buyer will need to pay at least in the $5/point range to clear ROFR on points. Add in the $2/point fees and the cost becomes about $7/point plus closing costs. So a 1,500 point purchase will likely be around $10,500 to $11,000 or so all-in.

One more question. If he were to buy these points at a great price (good enough that it was worth paying the extra 1000.00 junk fees) and they slipped through ROFR, he would have all the restrictions. If he rented those points to me, would the restrictions follow them or would I be able to use them unrestricted?
