I have all resale CWA points. If I deposit points into a future year can I borrow those same points back into the current year within the 90 day booking window if my plans change and I want to book a trip later in the year? Or will Wyndham borrow them from next year's base CWA ARP allotment first?

We often say points are blind in the new system.
From all reports, the points you borrow from 2020 will not change your ARP allocation for 2020

If you deposit this year’s points into next year (the +1 year), you can borrow points this year and it will not affect next year’s ARP as braindead mentions (as long as you don’t exceed the amount of the deposit).

However, if you deposit this year’s points into the +2 year, then you are borrowing from next year’s points only, and will reduce your ARP allotment accordingly.
