Palace Resort via Extra Vacations

My husband & I are planning to go to Sun Palace or Cancun Palace on Feb 2009 via RCI's extra vacations. But are RCI members allowed to use the facilities or eat in the restaurants of the other Palace Resorts in addition to the one we'll book? What do they mean when they say, "no internal exchanges"? Thanks!

When you have the Palace bracelet on, you can visit all the Palaces (except Leblanc) and eat, drink and use all the facilities just as if you were staying there.

I have stayed at the Moon and Aventura (once as an exchange, once as a last call) While there I have visited Xpu-ha, Cozumel, and Playac with NO problem and had lunch, dinner, drinks at each.
